Bleach is a harsh chemical that will affect most surfaces with prolonged exposure. Though it is not likely to damage the tar before rain washes it away, it may be wise to speed the removal process along. To remove the bleach, simply spray the area with a water hose until it has been thoroughly rinsed. If you are still concerned about bleach remaining, apply some soap or detergent to the area with some water and scrub with a broom. Rinse thoroughly to remove the soap.
