I have had good luck with Greased Lighting at Lowes, Dollar Store, etc. Just spray and keep wet so it can work, brush with a stiff brush, repeat if it dried or it needed more time, hose off, it doesn’t seem to hurt the cement. Also I use it on greasy stains on pants, and even on the bilge in my boat, follow direction and you will be happy. It comes in quarts & gallons
